Consumer.info analyzed more than 22.7 million public 311 service records from New York City, Houston, and San Antonio. Only weeks after New York and San Antonio competed for an NBA championship, the data reveals a very different contest between cities: how they define urgent neighborhood problems, organize public services, and respond when residents call for help.
The records do not produce a simple ranking of which city has the most problems. They reveal something more useful: each city has a distinct civic personality—and the meaning of a 311 call depends on the system that receives it.
Cities do not report the same problems in the same way.
Local taxonomies reflect different departments, service models, and reporting practices.
Each city has a recognizable civic operating identity.
New York leans toward quality of life, Houston toward infrastructure, and San Antonio toward broad municipal service delivery.
Request volume is not the same as poor performance.
Counts may reflect access, trust, population, coverage, or reporting behavior—not just worse conditions.
Most 311 activity is concentrated in a small set of service areas.
San Antonio’s top five categories account for 94.77% of requests; Houston’s account for 31.79%; New York’s for 39.98%.

Quality-of-life management
New York City’s largest categories focus heavily on the resident experience: residential noise, illegal parking, heat and hot water, street and sidewalk noise, bulky-item collection, blocked driveways, and housing conditions.
Infrastructure operations
Houston’s leading categories are centered on keeping physical systems working: water leaks, sewer and wastewater, drainage, traffic signals, potholes, containers, street hazards, and missed waste collection.
Municipal service delivery
San Antonio organizes most activity into broad service departments. Solid waste, property maintenance, animal services, streets, signals, parks, and health account for nearly all reported service activity.
Cities have civic personalities.
The dominant service categories in each city are not random. They reflect geography, density, infrastructure, agency structure, resident expectations, and the ways people interact with local government.
Noise, parking, housing, blocked access, heat, and street conditions dominate the civic conversation.
Water, sewer, drainage, signals, potholes, and solid waste show the burden of maintaining a large, sprawling city.
Waste, property conditions, animal services, streets, and signals define much of the resident-government interaction.
Bigger does not automatically mean worse.
New York City has tens of millions more records than Houston or San Antonio, but the cities cover different time periods, populations, service channels, agency participation, and category structures. A higher count may mean more residents, broader service coverage, easier reporting, stronger public awareness, or more trust in the 311 system.
Some cities spread requests across many categories. Others concentrate them into a few large departments.
San Antonio’s concentration does not mean the city faces only a few types of issues. Its detail is carried inside subcategories. New York and Houston distribute more of that detail across top-level categories. The difference is organizational, not necessarily operational.
Universal civic problems exist—even when cities name them differently.
Despite different local systems, several categories aligned naturally across cities. The analysis found exact normalized matches for service types including street conditions, water leaks, graffiti, water quality, and dumpster complaints.
These common themes point toward a national translation layer that would preserve local terminology while grouping equivalent services into shared civic domains.
311 data measures the relationship between residents and government.
A 311 request is more than a complaint. It documents a moment when a person believed three things: something was wrong, government had some responsibility, and the issue was important enough to report.
Twenty-two million service records therefore represent more than municipal workload. They are signals of resident attention, expectations, frustration, trust, and civic participation.
The future of civic intelligence is not counting requests. It is understanding what they represent.
When standardized and interpreted carefully, 311 records can help identify neighborhood infrastructure stress, sanitation pressure, housing concerns, quality-of-life friction, and patterns of resident engagement.
The next generation of public-service analysis should compare equivalent civic functions, preserve local context, normalize for population and time, and connect service demand to community capacity.

Consumer.info standardized public 311 records from New York City, Houston, and San Antonio into a common civic-response backbone. The analysis examined category structure, subcategory depth, semantic field quality, geographic completeness, category concentration, and exact normalized category matches.
The datasets cover different populations and time periods. Houston’s source covers 2016, San Antonio’s records span 2018 through early 2026, and New York City’s records span 2020 through 2026. Raw totals are therefore presented as dataset counts, not direct performance rankings.
